Why was the Non-Cooperation withdrawn?

Every telanganites is having the question Why Telangana the Non-cooperation withdrawn?
The response for the Non-Cooperatrion protest wasa huge and every department joined the protests, the govt administration has come to a stand still for the past 20 days.
Telangana supporters have a very valid point for the the withdrawal of the non-cooperation agitation by state government employees there was also lot of pressure from parents of Telangana region students, not to put their kids future in jeopardy by disrupting examinations.
