“Jalayagnam”, mother of all frauds on Telangana

Jalayagnam is a ‘Dhanayagnam’, initiated by YSR as a grand deception plan to hoodwink Telangana and rob all the Telangana water in Krishna and Godavari basin for Seemandhra. YSR launched this program to finance himself, his cohorts and the adhishtanam for perpetuating their ruling spree in the state. Under the smoke screen of spending huge amounts of money, for irrigation in Telangana for the impracticable lift irrigation projects, it was intended, to complete the disguised, andhra projects designed to divert telangana water from Godavari to Krishna basin and to take Krishna water to Rayalaeema.
This is a grand finale of organized water robbery of andhras practiced since the merger with Telangana.These deceptions have started with abandoning of several feasible projects of Telangana on the shelves agreed to, at the time of merger. They have truncated NSP left canal to extend right canal in to andhra; indulged in deliberate subversion of SRSP; created illegal Telugu ganga at the expense of SLBC; robbed rajolibanda; squeezed Jurala project. The deceptions are substantial enough to make a considerable book.
The ‘Andhra’ government completely shelved Ichchampalli, Bheema, Nettempadu and many Telangana projects which were on the anvil at the time of merger. The SRSP, which was envisaged to irrigate more than 30 lakh acres in Telangana is now made to fail and is languishing irrigating just about 3 lakh acres. Sri K L Rao, the famous engineer, literally stole 3 lakh acres of localized ayacut of NSP left canal in Nalgonda district and transferred it to Krishna district under right canal, for which Sri Rao was made an MP and a minister at the Center. Sri NTR ably assisted by Sri Sivaramakrishnaiah another Andhra engineer, using SLBC as a decoy built un authorized Telugu ganga with a 11 tmc Pothireddypadu regulator. The SLBC never saw the light of the day.Telugu ganga, an avaricious scheme of NTR, is now used by YSR. The regulator is now made to 44 tmc capacity, and is planned to draw huge quantities of un authorized water from Krishna river via Srisailam project, to Rayalaseema. The water is supposed to be from legitimate waters of Telangana , and the water, supposed to be saved from the diversion of Godavari water for the old ayacut of Krishna delta. The idea is to stabilize old Godavari and Krishna deltas with Dammugudem tailpond, Polavaram and add additional ayacut by gravitation in Andhra area; store Krishna water in Srisailam to divert to Rayalaseema to provide irrigation by gravitation; to build economically unviable and technically improbable, Lift Irrigation Projects in Telangana area. This is the main objective of this gargantuan ‘Jalayagnam’. In this grand deception Mr. Seethapathi, the Andhra official was the chief architect. These projects are taken up arbitrarily by YSR without any legal sanctions or political agreements, only with an avowed intention of robbing Telngana water for Andhra and Rayalaseema, in contravention of law and water agreements of the land.
Dammugudem , which is entirely meant to divert Godavari water to Krishna basin, envisages acquisition of thousands of acres of Telangana lands for the project. On the way, It also plans to irrigate some lands in the region by lifts, which otherwise easily can be irrigated by gravitation. As if it is the birth right of andhras to have gravitation water and Telangana people will only deserve LI schemes.Themain intention is to divert Telangana water from Godavari basin to Krishna basin to help Seemandhra region.The ulterior motive, is now fully understood, and this hijacking should never be allowed. Thousands of crores of rupees are poured down the drain and thousands of acres of Telangana agricultural lands are ravaged.
Polavaram, again a mega example of ‘andhra’ maniacal thirst for money and water. This along with Dammugudem is the flagship of grand deception project of ‘Jalayagnam’ of Andhra rulers.The project was kept in wraps both by central and state governments, while huge amounts of money was spent clandestinely without sanctions on many essential aspects of it. Thanks to Telangana Struggle, It has now come to light that, it endangers at least 20 towns in Andhra; it drowns 300 villages and displaces 3 lakhs of people, albeit in Telangana; it affects environment, people and lands of 3 states. It is also meant to divert Godavari water to Krishna basin, to facilitate Krishna water to be taken to Rayalaseema,in addition to stabilizing the existing fully irrigated old delta ayacut. They do it in utter violation of all water laws in the land. It has an alternative which can avoid the danger and loss and can give almost the same benefits of additional irrigation. But, the alternative does not quench the thirst of money by Andhra contractors and political leaders and does not enable to divert Godavari water to Krishna basin. Already thousands of crores of rupees were swallowed or poured down the drain in mega size canals excavated even before the dam was sanctioned by CWC.
Likewise every project conceived in Jalayagnam, has the basic objective of hijacking Telangana waters both in Krishna and Godavari basins, to provide irrigation by gravitation canals to Seemandhra, use the decoys of LI schemes for Telangana projects in place of gravitation canals, which schemes can never see the day light. Mean while all the Andhra projects to be completed before 2014 elections to win political power again, rob all the water that can be robbed, make all the money that can be grabbed, leave Telangana in the lurch, like always.
The entire irrigation history of AP is the saga of devious deceptions of Andhra politicians and officials. The andhras have, succeeded in burying many agreed Telangana projects at the time of merger. They made every Telangana project, NSP left canal,SRSP,RDS, Jurally a failure in varying degrees.SRSP is a monumental example of andhras reprehensible selfishness. Now they are in the middle of enacting greatest fraud in the history of India, to rob maximum possible water from Godavari and Krishna rivers in the state and make it a fait accompli, to deny the fair share of these waters to Telngana people permanently. It was done both by central government and state government in collusion, with active connivance of congress adhishtanam. In the process more than Rs. 60,000 crores are spent, with the possibility of the entire amount spent in Telangana going down the drain or going into coffers of contractors, politicians and officials. Thousands of acres of prime agricultural land is ravaged in the name of these sham projects and cannot be reclaimed.The present central government knows all the details of this grand larceny, yet, it allows this scheme to go on, and that is the most regrettable part of it. For this mother of all deceptions to Telangana, YSR was considered as colossus for congress party and touted as ‘Apara Bhageeratha’ by andhras. But as the fate would have it, the nemesis had caught up with the perpetrator of this grand larceny and ended his career in aberrant conditions. The Congress Party in the state is now facing the ‘Frankenstein’ of this colossus. Yet it has not learnt its lesson.
YSR’s untimely demise and intensification of Telangana struggle have thrown this grand larceny in to out of gear. The improbable LIs of Telangana have come to a grinding halt; they will never see the light of the day. Chintapalli, PPRegulator, Polavaram works, have progressed fast, while Telangana projects have come to a standstill that explains the real intent of the scheme. Polavaram project has run in to mega problems because of the objections of Odisha and Chattisgadh states in addition to local opposition. But the present A.P. government, has completed Chintapalli, wants to complete Polavaram and Dammugudem by any means . It is not bothered about Telangana Projects now, as the budget is getting dried up and as the possibility of milking money from these Projects is over. But now because of opposition from several quarters and the comments of C&A General, the Planning commission seems to have woken up a little and started to say to lay off some schemes, perhaps in all probability, the choice will fall on Telangana projects. But all the while, The Congress adhishtanam, central water commission, the Planning commission was hand in glove with YSR in this ‘Dhanayagnam’.
How can a civil society in a democracy will allow such a criminal conspiracy of Andhra majority state government, and politically unscrupulous central government, enact such a fraud in squandering colossal amounts of public money and indulge in violation of water laws of river basins at will and hijack the legitmate water of one region by another region. This fraud is adding to the earlier betrayal of andhras and going to affect the life of Telangana people for generations to come. Squandering thousands of lakhs of rupees public money like this with illegal motives, is a palpable crime. In a democracy, people in government are not immune to such kind of criminal acts. When, the governments with their political majorities are steam rolling the legislatures, with such criminal intent, there is no other way except, prosecuting the elected governments or the government functionaries in the courts of law.
Despite, Rs.60,000 crores are spent, not even a mere one thousand additional acres are brought under irrigation. Its manifest details of the ugly side are being revealed one by one every day. Yet, the Central government, CWC or Planning commission want to look the other way, obviously, it looks like everybody is taken care adequately. Sri Monte Singh was there all through the Yagnam, he only now advises to go slow in the yagnam, despite knowing the innards of it. Why this apathy on spending such huge amounts of public money? Is the whole system is becoming subservient to ‘Politicocracy’, the present day democracy in India, or succumbing to unbridled corruption.
Whatever be the reason, Telangana region is at the receiving end. If this Dhanayagnam is allowed to go on, it would be an irreparable loss to Telangana. If it should be stopped, in the circumstances, there is no other way than taking this issue to courts. It is imperative for Telanganites to stop this ‘Dhanayagnam’ for the sake of their future. It can only be stopped if the state is demerged or by judicial intervention. Otherwise the unholy alliance of State and Central governments will continue this carnage and try to accomplish this fraud.
It is a very fit case to be taken to court, to expose the political arrogance, corruption and deliberate crime against generations of people of Telangana region, by Andhras. It is full of such criminalities, if it can be taken to its logical end it should result in the trials of all the principal actors in this fraud. It would be a beginning to bring the derailing democracy in India on to the rails. It would be the coup d’état of Telangana people at the dictatorship of Andhra majority in A.P.
