Telangana witnesses fresh round of resignations

Eleven MLAs of Telangana Rashtra Samiti and four rebel Telugu Desam MLAs have submitted their resignation to the Speaker of Andhra Pradesh assembly for the second time.
They took the step after the decision of the Speaker Nandendla Manohar to reject the resignations of more than 100 MLAs of Telangana region, which they had submitted earlier this month to press their demand for Telangana state.
Manohar, who is currently on a visit to London took the decision to reject the resignation on the ground that they were submitted in an emotionally charged atmosphere. Strongly protesting against the Speaker’s decision, the 11 MLAs of TRS sent their resignation to the Speaker of the Assembly Monday.
Four TDP MLAs led by the rebel leader Nagam Janardhan Reddy have also submitted their resignation for the second time and demanded that all the other TDP MLAs should also do the same. After sending the resignation, TRS General Secretary K Taraka Rama Rao said that the resignation were submitted with the only purpose of achieving Telangana state they can never be withdrawn. He also demanded that the Telagnana legislators of all the political parties should follow the suit and send fresh resignations. “Speaker’s decision is a escapist one. It is the responsibility of the elected representatives of the Telangana region to get their resignations accepted”, he said.
Forty five MLAs of Congress, 37 of the TDP, 11 of the TRS, four of the CPI and two of the BJP had submitted their resignations to the Speaker on July 4 and 5 demanding that the centre should immediately start the process of formation of Telangana state. Similarly 13 members of Lok Sabha and two of Rajya Sabha from Telangana region had also submitted their resignations on the same issue to mount pressure on the central government.
Nagam Janardhan Reddy alleged that the Speaker took the decision to reject the resignation at the behest of the Chief Minister and the Congress party to avoid a political and constitutional crisis and failed to discharge his duties. However the MLAs of the Congress and the main opposition Telugu Desam seems to be in a big dilemma over whether they should send their resignations once again or not. There was a feeling among the Congress legislators that if they re-send the resignation it will antagonise the party high command. Some of them said that they will take a decision on the issue following the meeting between their 12 member steering committee and the AICC General Secretary Ghulam Nazi Azad later tonight.
The situation arising out of Speaker’s decision was also discussed in the separate meetings of Telangana Rashtra Samiti, Telagana Joint Action Committee and Telugu Desam party. TRS meeting chaired by party president K Chandrasekhar Rao decided to send fresh resignation letters to put more pressure on the Congress MLAs to do so. TJAC convenor Prof Kodanda Ram also gave a call to all the Telangana MLAs of all the political parties to send new resignations to the Speaker to force him to accept them.
The Telugu Desam Telangana Forum meeting decided that they will take a legal action against the Speaker to force him to accept their resignation. But it was being seen as a dilatory tactics.
There are indications that even the Lok Sabha speaker Miera Kumar will take a cue from Nandendla Manohar’s decision and reject the resignation of the 13 MPs. They include nine of Congress, two each of Telugu Desam and Telangana Rashtra Samiti.
After Monday’s meeting of TJAC prof Kodanda Ram said that if the center does not take any decision by August 1, agitation will be intensified. Prof Telangana member of Legislative Council Dilip Kumar, who has also resigned, said that the MLAs were not sincere in submitting their resignations. If they were sincere the Congress and TDP MLAs would not have hesitated submitting fresh resignations now”.
