Telangana in Cold Storage?

The central government which has been doing everything possible to delay a solution to the Telangana problem has once again come forward with another peculiar argument. Union minister of state for Home Jitendra Prasad has made it clear in the Rajya Sabha that if a decision on the bifurcation of a state was to be taken, there should be consensus about it in the home state.

The minister was giving a written reply to a question by Samajwadi member Mohan Singh on the stand of the government on demands for creation of Goorkhaland, Vidarbha and Bundelkhand states.

But Congress MP Gutta Sukhinder Reddy is arguing that this particular policy was not applicable to Telangana. He is also saying that as it was not a reply to a starred question, but a written answer to an un-starred question. Funnier than the minister’s answer is Sukhinder Reddy’s argument. Any reply given in Parliament has unquestionable sanctity. Government has to stick to it. A written reply makes the government’s commitment more binding than a oral and extempore reply.

The Centre’s argument is ridiculous. As pointed out, when Andhra was separated from the then Madras state, there was no such consensus. One analyst has commented that there would not be unanimity in any Assembly on any issue other than a condolence motion. The center knows that there were sharp differences on Telangana. It also knows that consensus is absolutely impossible to achieve on the Telangana issue. Does the minister’s statement indicate that the government has kept the Telangana issue in cold storage?
